Let's say my choice btw eating a cupcake that I should not eat because im diabetic and a carrot which is healthier for my body. Whichever I choose of my free will, will have a consequence that is predestined. As for making a diffcult choice in the naruto universe or in the real world sometimes we don't know the predestined consequences of our actions which leads to our predestined fate unless someone knows the excat detailed result of that choice and since we make thousands of choices everyday without thinking it leads to a fate we could not of predicted. So to me both are in bed with each other. That is why are not God but humans

Given the prophetic tones and fate that's common in Japanese anime and culture, I'd guess that it's more fate bound, or the "will of the gods" given the nod to so much Japanese mythology. Isanagi, Isanami, Orochi, Susanoo, Amaterasu: These are all concepts in Japanese mythology that I think you guys would find fascinating to deep dive.
