In Lord Third's defense, had he taken a helicopter approach with Naruto's upbringing, people would have started to get suspicious of why this orphan and not any other is getting special treatment. Danzo might not have let it happen; allowing the Third Hokage to have a personal jinchuriki at his beck and call might be a stretch too far for someone like Danzo, who already resents the Third's influence on the village. I imagine the reverse is true, too; Lord Third would not allow the Root to gain possession of the Ninetails. I imagine what ended up being the case (however poorly executed) was a byproduct of wanting to maintain a balance between Danzo's Foundation and the shinobi serving under the Hokage. Also, Shikaku Nara is the father of the year.
