I actually agree with tsunade's choice because it's not like she sent him alone. She sent him with a former anbu Black ops with sharingan and Sakura is a chunin and a backup team of 2 jonin one with kekkei genkai and 2 more chunin and there was a legendary Sand Shinobi with them. Just my opinion. Like what do you expect her to do? It was a crisis she really had no option because it was pretty much that they had to help as soon as possible and really had no choice but to send them. And besides, what are you going to do? Just as soon as Naruto learned gaara was in trouble she knew she wasn't going to be able to keep him in the village without trying to go to the sand

If someone is a target of your enemy, you don't send that person to them to try to take them out if you have the choice of sending other capable individuals. The Akatsuki wants the nine tails so its stupid to basically send the nine tails to them and hope things go in your favor.
