Actually Naruto has an insane amount of chakra, when he makes Shadow Clones each clone gets the divided portion of his chakra. So his blue chakra was divided into 2000 parts for his multi Shadow clones. After that, he still had enough blue chakra to perform such a large summon. Because of this insane amount of chakra, he can suppress the 9 tailed fox’s red chakra.
