For fanservice I think intent matters a lot, it’s obviously not the only thing that matters since if it’s portrayed badly intent doesn’t matter.
In regard to 100gfs though, I think it nails both. Context being it’s an unserious series with a great majority of its content being jokes and set ups to those jokes.
The characters ages and backgrounds only really serve as a dressing for that character and rarely something that has any meaning in the world. For example it should be a much bigger issue that Hahari is dating a student that is also her daughter’s boyfriend, but it isn’t because the story isn’t set up for those kinds of consequences. It’s just meant to be this long running joke, and quickly stops being anything “sexy” and just adds to every joke she’s apart of.
Fan service is part of the joke, whether that’s right or wrong idk, but I can safely assume this isn’t getting a live action adaptation any time soon.
