Poll #436 - Who/What are the “Heap People”?

With the new cycle of content focused on the great trash heaps covering Zalgul-3, I figured I’d turn it over to all of you to tell me who the “heap people” are. All I know is that I envisioned them as anti-faction natives of the world who live among the rubbish. But I need a text block proxy for them.
