For this design, I based it heavily on the DCEU version versus the comic books, hence the more chaotic, "punch before you think" version that's here.
Aquaman isn't nearly as strong or fast as his allies, but he possesses a few abilities which they don't, notably his swimming skills, fish telepathy, and ability to control water.
If I were to make the entire DCEU Justice League, I'd probably arrange them as follows (from lowest CR to highest).
- Batman (probably high single-digits, or low teens)
- Aquaman or Cyborg (probably a tie) - around 14ish
- Wonder Woman - high teens or low 20s
- Flash - mid-20s
- Superman - near mythic level CR 26+
Note that this is based on their actual abilities and not their tactical know-how (for anyone who objects that Batman could beat them all if he had enough time to plan, etc).

This is the JL movie version of Aquaman and doesn't take into account his own movie where he switched staff and became king. His new staff might bump him up a bit in CR.
