Now, before you say "but they already did this!" I want to stop ya and say, "Yeah, I know."
However, the vampire race WotC presented was a pretty big pivot from the stat block they put in the monster manual. With this, I took the full monster (and its spawn), reverse engineered it, balanced it against similar race/class builds, and then structured it so that if you want to become a full-fledge vampire in Fifth Edition, you can.
Keep in mind that vampires have a lot of strengths. So the only way to balance them is with a number of disadvantages. At first glance, it might seem "overpowered", but when you're taking 20 radiant damage just for stepping out into the sun—oh, and you can't receive healing magic of any sort because you're not a humanoid—things get a little tough.
