Added 2019-09-21 06:38:23 +0000 UTCAs promised, here is Strange Races. It includes everything you need to create a race, using a point system I put together myself. This is the first version of the book, so I'm sure to have some adjustments as I go down the line.
Also, expect to see this in BroadSword #3 in the appendices as well as in Buckler at the end of this month.

Edit: fixed a few typos and clarified the sub-races section. Also, someone pointed out that the Magic Resistance was 1. It's supposed to be 42. Quite different!
