Im a little late to this one, but in the pilot it was stated that fusco framed up people in drug shootings so their little group could take the drugs and the money, so staging murder scenes was exactly the kind of thing he did regularly as a dirty cop. May not explain it fully but can atleast explain why he's confident about it.
