To be fair, I don't think it's exclusively a british thing, but I've only ever heard brits use it in conversation. It is an actual word in proper english, according to Cambridge, it's; "having a rough mark on the surface: The book's a little scuffed along the spine, but it was the only copy left on the shelf." Which is more specific, where as most of the time I see it used conversationally it's just meaning something is generally rubbish. I don't know, english is weird. Scuffed, even.
