It's just occurred to me that there is a clue at the start of this episode about River's identity. "Are you boys dressing up as Romans now? I thought nobody read my memos?" - So, like mother, like daughter, River has a thing for men dressed as Romans! 😉

What if prolonged exposure to the untempered schism allows your body to be shaped and manipulated anyway you want to, including reproducing existing abilities like regeneration. So I think after Tecteun’s experiments on the Doctor ended, when she gene spliced their regenerative DNA into Shobogan DNA, Tecteun and the other two Time Lord founders Rassilon and Omega, built the untempered schism and discovered that exposure to the time vortex allowed them to manipulate and shape their bodies, and so used that as the creation myth of regeneration, telling all of the Time Lords that it was through extensive studies and experiments on their DNA after prolonged exposure to the untempered schism, that allowed them to produce the ability to regenerate, covering up the fact that they’d taken it from the Doctor.
