In my mind it wasn't strategy because she genuinely wanted to save the doctor because she loves him. And yes she trusted he would reverse it after but that doesn't make it a strategic move. The move was entirely based on saving him. If anything the move was bad strategically because at this point the monks already lost their world ending event. The only person still at risk was the Doctor.

Decades ago, CS Lewis noted he'd seen a story title "The Well at the End of the World" and observed that the problem was no conceivable story could live up to such a title.
