I very rarely give S-Tier, because in order to get S-Tier it has to be both an excellent episode AND one of my personal favorites. But this is a strong A-tier episode in my opinion, if only because we meet Wynn and Bareil, rather than the writing which is a little clumsy. It's nice that Kaiko got a bit more of a role, and of course, I like her interactions with the Chief. But the message that the episode had was kind a rammed down our throats, and Wynn's plan was laughable. Still, we meet a couple of important people, we learn more about the Bajorans and Keiko and the Chief feature prominently. So despite some poor writing, I enjoy this episode. It's no "Duet", which was, hands down the best episode of Season One in my opinion.

I think this would have ended much better if the reveal of the traitor talking to Vedick Winn and the scene of the attempted murder were shown together, swapping back and forth. So you are showing the assassination in real time, but showing flashbacks of her chat with Winn. Also, instead of the slowmo jump, Just have Sisko slowly, angrily stepping in front of the male Vedick as a shield. Ready to take the hit. But have odo tackle the woman.
