Having a specific room for using the transporter, at this point, and in the past would be for several reasons - 1) there are likely limits to how many people/places ypu could transport simultaneously. 2) while some one "onboard" and with proper clearance might set up a point to point transport, it does require authorization, so not just anyone could do it. And finally 3) when transporting individuals who you want to greet its likely a combination of it being standard to use the room, instead of directing the transport to someplace else, the room is a known location for having such meetings with new arrivals, and it provides a secure location, rather than just dumping them sone place you don't have the same control over. So, yeah, I don't see this as being terribly odd, especially given the limitations on being able to know that the transporter you are using is "dedicated" to whom ever you are currently transporting, and is not going to be delayed by some other random person using it to do the ultimate lazy act of beaming themselves from their coach to the restroom, right in the middle of you trying to greet diplomats. "Sorry for the delay, turned out that 14 other people where using it for random stupid crap right when we tried to beam you aboard."
