This was the best episode of the series so far. Things are progressing, nothing is being held back, no more pulling punches and hiding details or reveals, nor forcing things to happen because they need to. Just letting the cards fall where they are, as it should have been from the beginning.
The Pres isn't responsible for that nuc killin those millions
The speech writer isn't responsible either
Not even the shady devil on the shoulder politician guy whispering in the Pres' ears is responsible
Mars is. Mars put those missiles there. Mars programmed them to fire if Earth had the audacity to try and remove the the death Mars chose to point at them. "You made me do it" is never an excuse. You either have cause and stand by it or not. Mars is responsible, they can justify it if they like, but they can't pass the buck and no one should ever feel guilt for trying to remove a knife at your throat.

Yup, Joseph Stalin was a horrible man, but he had a very topical quote:
"One death is a tragedy, a million deaths is a statistic"

The glossing over of South America is deliberate: they're emphasizing the dissociation the politicians have from all of this, the complete disconnect between the leadership and the citizens of Earth, the victims who face the actual consequences of the war. Massive amounts of destruction and violence, and they just watch dispassionately on digital displays, shed a photogenic tear for the loss, and then move on and focus on their speeches and legacy. And yeah, it's also to further demonstrate how little Errinwright cares about ANYONE and ANYTHING other than his own success and survival.
It's also to serve as a contrast to the experiences of Avasarala: she's actually FACING the threats and the consequences that normal people suffer, for the first time in her life, and it's changing her. SLOWLY, not fast enough, but it IS having an effect. She's not quite the stone cold 8!+(# who once hung a belter on hooks and sacrificed one of her oldest family friends anymore.
