I completely agree. My view is the hosts are still sentient beings. Hosts who haven’t been joined are still responsible for their own actions.

Really disagree with you guys on this one. I appreciate the alternate pov but the idea that a symbiont could plan to escape punishment by jumping to a new host is incredibly far fetched. The host would have to agree to die for the symbiont. The host would literally have to cut the symbiont out of themselves causing their own death. AND they'd have to have a new host and a doctor on hand to perform the joining procedure before the symbiont dies.
...And how would the new host body have any idea that the previous owner of a symbiont committed a capital crime? That wouldn't be fair.
Like Curzon before outranking Sisko when Curzon was alive, Sisko outranks Jadzia because she had to start over as a cadet with a new rank and title because she is legally an entirely different person from Curzon.

They use the word symbiont for the Trill worm being. So they are certainly trying to convey that it’s a symbiotic relationship between them.

To save money on set design and props on DS9 they found coffee mugs at a flea market and flipped them upside down to make them look unique and just used that for Quark's bar and the Rattacinno
