yes but this is a engineered virus, perhaps they made it so transporter cant detect or remove it, but yeah they should have tried it and made up a techno babel reason it didn't work

It’s been flat out stated in numerous episodes that the transporters have bio filters to keep away teams from bringing pathogens on board. Having everyone simply cycle thru the transporter to eliminate the virus is not very suspenseful.

Journey to Babel and this episode title are referring to Genesis in the Bible. Look up Tower of Babel to get the reference. Journey to Babel has many species convening on the planet Babel and they would all have different languages and would be lost without the universal translator. This episode is referring to the random words that means they can’t be understood.
