There was apparently a debate amongst the writing staff regarding this episode and what it implied. including the abortion argument and the animal rights movement.
The writer was concerned especially this would be read as a '"pro-life" message, but went with a quote from the animal rights movement in framing it "As long as they're cute and fuzzy people respond, but if it's a nasty, ugly-looking thing they won't save it"
The writer (Naren Shankar) ultimatey thought the arguments for Data were weak (which I disagree with, which is funny, as he wrote arguments he didn't agree with) feeling that they could be applied to bacteria which do survival type responses.
I disagree with that, as while Bacteria are alive they clearly aren't sentient, and there were other arguments made besides their self preservation instinct. I think a key thing is that the arguments didn't center on whether or not they experience subjective consciousness but whether they are intelligent.
I personally am very interested in this subject and cutting edge neuroscience strongly suggest subjective consciousness is not just a matter of algorithims but is particular to the structure of the physical brain. The details are beyond what could be included in this post but if people are interested there are sites like the qualia institute or opentheory.net i could direct people too. Of course that wasn't known at the time this was made and thus even though we are strongly meant to believe Data has subjective experience, this suggests that he would not and effectively be a p-zombie. To be fair though, we don't know all the details of his positronic brain.
The poker scene which didn't really connect to the episode was added when the episode ran a little short.
Frakes also had praise for the guest actress in that she was uniquely able to handle the technobabble and make it sound natural.
Frakes liked it but thought there was too much technobabble and was disappointed the poker scene didn't relate to the rest of the episode and stood on its own as essentially a time filler.
