I also think it's important that Oda frequently shows imperfect victims - that oppressed groups and individuals will not have spotless moral track records. What Iva did is fairly tame on the spectrum of bad things that happen in One Piece. Hell, it's more tame than anything Buggy did in Orange Town, and we're literally currently teamed up with him. But because the Newkama are an outgroup, there is a natural tendency to ask "are they hurting anyone?" and defense of them is contingent on them not doing so. But they have hurt people from time to time. That's normal. Not good, but normal.
