Vice-Warden Hannyabal is a regular human, his forehead is just shaped weird. Warden Magellan is a bit trickier case, we've seen other humans with actual horns before (Merry is one example)... but we don't know if this is just a genetic mutation that appears sometimes in the human population... or if it's a different race/tribe altogether like the Long-Arm people. And talking of Magellan, despite his rather comical and unfortunate introduction.... he's still one of my favorite Antagonists in the whole series.
