The Body where a shadow is put on matters just as much as the shadow itself, if that wasn't the case then Brook should have the same level of strength and skill as this Zombie.... but he clearly doesn't. Brook's Shadow might be skilled in swordfightting just as he is... but if it was put in the corpse of a weak person neither Brook nor Zoro would've had this much trouble defeating it. It's this same reasoning why Moria put Luffy's shadow on Oars' body, a strong shadow inside an even stronger body will produce an incredibly strong Zombie, as we saw when Oars easily crushed all the other General Zombies at the same time. But it's also worth mentioning that.... it is very likely that Ryuma was even stronger than this when he was alive (i haven't watched Monsters so im not 100% sure). And just to recap what was mentioned about Ryuma, it has been said so far that he was a Legendary Swordsman from the Wano Kingdom, one of his feats being apparently killing a Dragon.
