'Party All the Time' by Eddie Murphy wasn't actually in Vice City. It was in GTA 5. It sounds like a Vice City song, and the year is appropriate, with the song releasing in 1985 and Vice City being set in 1986. It also suits the vibe of the game, and particularly when you think of places like the Malibu Club. However, it was never in that game. I've never played GTA 5, but Vice City is my favourite game in the series and I still return to it sometimes, so I have never heard this song outside of Regular Show xD
