Nope, Vice-admiral Doberman wasn't the one who ordered the destruction of the evacuation ship in Ohara, he wasn't even present in that incident. The name of the Vice-admiral who did that is Sakazuki, and we haven't seen him again since his appearance in the flashback. And yes, the vice-admirals we see here are definitely all different from the ones we saw in Ohara, after all.... Kuzan (AKA Admiral Aokiji) was one of the Vice-Admirals who executed the Buster Call on Robin's Home. I love how thematically obvious it is that the Cannon Shots that Lucci received on his back... left scar marks that look like the symbol of the World Goverment xddd.
