So yes, in fact, Garret Bobby Ferguson is based on Billy Mitchell, this episode upset him so much that he tried to sue Cartoon Network in 2015 for using his likeness. But the case didn't go through based on the fact that Billy Mitchell is not a giant floating head that exploded into brain goo XD
