This is the description given in the documentation by Maxis:
So basically, this setting determines how often, when the autonomy rolls a request, the sims will choose to do an actual interaction or an idle interaction...
I tried to ask about this but no one replied... as it's set in the game right now, they will choose to pick and idle animation 75% of the time, and an actual one just 25% of the time. In the file I'm going to provide you, I set this to 50/50, though in my game I inverted the numbers all together. And this affects also how often they go in Idle also when dancing and doing other things.
