It's funny seeing him get so caught up on the "other countries" situation. Like, it's pretty well established that the Legion are basically rampant between what used to be country borders in general. Now every country has been "isolated" from all others, unable to make contact because there is an appropriately named "legion" of automated robots stopping them from keeping contact with other nations. The Federacy's citizens are celebrating that there is now "proof" of survivors - this makes alot of sense from their perspective as they are the original instigators (or rather the Empire they once were) of the whole situation and have a better idea of what the Legion is capable of. On the other hand, San Magnolia has been isolated and out of contact as well. They have been operating under the assumption that in a few years all of the Legion will shut down and they can make contact with other nations again. They are *assuming* that other nations were able to do what they did: Just find a way to hold out long enough. And furthermore, since they did something extremely abhorant and unethical they are "making sure" that IF they meet another nation after this is all over, that they can't look like terrible people. "It will be as if the 86 never existed" (to quote Lena's uncle).

Now they know that the Republic of San Magnolia still exists but also what San Magnolia is doing to the 86. So San Magnolia's goal to kill all of the 86 before the war ends so that no one else learns of it has failed...
