That's a good question. In my imagination, the remote control is indeed keyed to Mei - if other people used the remote, they would still be modifying Mei's body with it. But they could theoretically recalibrate the remote to their own body. (Kind of like how you can change the frequency - or whatever it is you actually set - on a typical universal remote to operate different devices with it). But I can't guarantee that I won't change these "laws" if it would be convenient for the story of Part 4 haha.
