Edit: It's a term that came from a comedian talking about how girls show off "under boob" with tube tops and have super mega low rise jeans that show off practically the top of their bits. So, he argued that guys should be able to show off the first bit of their dick at the base of the shaft and called it the "dick neck". He also offered the option of the "under nut" with super short shorts that let you see the very bottom of the balls.
