Toward the end of that arc, Tsukumo told Geto that another vessel was found, so we can presume the merge did end up happening, even though Toji was successful.

Riko was a vessel that was supposed to merge with Tengen to "maintain" their humanity. If the merge didn't happen, it was speculated that Tengen would essentially start to evolve into some higher being and become an enemy to humans. There were the two groups that tried to prevent the merge: 1st group wanted evolution to happen thinking Tengen would become an enemy to society, the 2nd group was the religious group that worshipped Tengen as a god and felt the merger would tarnish Tengen's purity.
