But not only that, why were the battles framed the way they were? Why did the Captains appear so hopeless for the most part?

My initial thought was that it was a meta-commentary on how the Shinigami are complacent and heavily reliant on their Bankai to defeat foes. I will go back to the Mayuri vs. Uryu fight, and Kido wasn't used there either. I don't think this is explained by him being a young Captain, but knows, what he believes to be, everything about the Quincy. Mayuri is a capture-and-dissect kind of guy, and there is a reason why he waited for Soken to "die" before retrieval and examination.
