Because he knows as her manager no it's not appropriate but being around her is it's own intoxication. He has to physically restrain himself from going for the kiss. When I first read that scene my stomach had butterflies XD I kept chanting do it Ori!!! Kiss her damn it! Although I do wonder if you had given us the option to take the initiative and kiss Orion ourselves how he would react
