Children's Day is celebrated in a lot of different countries, kind of a global event, just celebrated on different days depending on the country.

Rolling "Snake Eyes" (double 1's) with dice is "Zoro-me" (or Zoro eyes) in Japanese. That's why his birthday is 11/11.
