if i remember correctly that whole bunny girl sempai anime has to do with how perception and the mass contious (maybe spelled wrong im not sure) affects reality or something like that so it could be like nagatoro did an experiment using that with an outlandish rumor perhaps some good photoshop to make some pics of naoto where it turns out "they've allways been a girl you know?" and it bends the perception enough that the shift in reality happens. after that nagatoro doesnt want the "knowlege" of naoto being a girl so she can tease them even more so she make the new girl dress in the bunny suit and takes pics in a way thats imposible for the rest to forget
