Assuming there is no limit to learning manipulate it, any pokemon could potentially learn any move or even learn how to psychically communicate with humans like Vulpix does. Though I do imagine that genetics plays a role in predisposition and the difficulty of say Vulpix trying to learn to use a water type move. Also this could maybe play into how the same pokemon species from different regions can have completely different typings.
