I mean it makes sense for the mc, who has been taught by beyond peak humans for so long, and he might just be guessing. The other consideration is that Mr Johansson is unlikely to be able to accurately calculate the strength and speed of Julian mid fight and be able to tell it's above peak human. Then there's the issue that we don't know what peak human is because, technically, if you have the genes and circumstances, humans can vary wildly. One man being able to bend steel. So most peoples understanding of peak human would be the sort of thing that you see once a decade, but what about the genius that only comes around once a thousand years? Or once a million years? So, I proclaim we have found another rule. The Rule Of Hidden Power. Afterall, it is a trope for MC's to hide their power by holding themselves back with perfect self-control, often despite most of their combat drills being instinctive. Julian is tapping into this, and literally lowing his power level, furthermore, the memetic resonance effect of this is causing Mr Johansson to be more likely to believe what Julian is doing is possible for a human, even ignoring that fighting a Pokémon everyday is still fighting a Pokémon everyday. Also, great chapter! Wait, I'm still on page 2?

If he powers up based on being observed as “being cool” then that would imply observers, which means in this universe there is some entity or entities which watch the world he’s in. Tinfoil hat time guys!
