2023-03-07 19:42:59 +0000 UTCClose enough, I think its an expression rooted in the life cycle of a frog (Egg/Zygote > Tadpole > Young Frog > Frog). He's calling Deku very young and inexperienced. It's actually a pretty common trope for a mentor character to chide/insult their students with nicknames like this.
