Garp refuse to be a admiral cause back in his younger days he use to hunt Rogers. Being a Admiral feels like they don't have much freedom as vice admiral's do. ( Honestly there's other reasons for Garp not wanting to be a admiral but don't want to spoil it for you so I'm giving you what you know so far from the looks of it)
