Edit: Also, I always saw Garp pushing the boys to be Navy soldiers because he had this hope that if they rose through the ranks of the Navy and became respected, no one would kill them when their fathers were revealed. I think it was a naïve hope because I could still see the Navy executing Ace because of Roger even if he was a soldier. And I could picture Luffy being potentially used as a bargaining chip against Dragon too. I feel so bad for Garp here because he's an honorable and loyal man but this is his grandson, his baby and he doesn't know what to do.
