Azula is capable of both blue fire, and lightning. They are not the same, and a lot of people have a hard time telling them apart because both are colored blue, but the sound effects and the actual way they look are completely different.

In the Edo period, samurai would have top knots or ponytails like these that symbolized their social status. Cutting this hair was a way of showing the end of an era and them stepping down from their positions. Doing this would mean they no longer were associated with that higher social status they once had. So when they cut their hair in the show, it shows that they are both permanently separating themselves from the Fire Nation and completely committing to forging a new path. After realizing the Fire Nation has essentially turned on them in the form of sending Azula to take them as prisoners, they now know they have no place there.
