I think the ruling was basically, Goku is on a cloud, and clouds are a natural part of the sky, so they gave him a one time pass because nobody had tried using a cloud before so there wasn't a rule banning it or classifying a cloud a tool.

2023-04-15 01:11:14 +0000 UTCThe latter part especially, I think the fact only a select few people can even ride the cloud should be considered a feat and does require something of the person so it's not a tool that anyone can wield like a sword for example or fake wings where anyone can just strap them on, it takes a special kind of person to ride the nimbus

2023-04-15 00:37:52 +0000 UTCFor the most part I agree with you, but I would justify the nimbus as part of the atmosphere, not the ring. For example if Giran flew through a cloud on his way back in he wouldn't be out. And if they wanted to push further no one else being able to touch/ride it would make it seem like less of a tool and more of a technique
