I think why kallen was saying that he used the Japanese people is because kallen knows the "critic" lelouch that judges from the sidelines which goes against what she knows about zero. Suzaku most likely did think zero was lelouch the final confirmation being calling lelouch on euphimias phone but there are many other small things that suzaku may have picked up on like how zero would call suzaku a fool for ideals much like how lelouch. Lelouch is in the 5 stages of grief most likely from how I see it. Going from denying nunallys kidnaping to where we see him barrgining with suzaku to help him and the anger at the general situation pulling out the sukuridite. Alot of the points they give suzaku mainly get shot down but the interesting thing is while the show shows him being wrong with his points and ideals he is also gaining progress as fast if not faster than lelouch by constantly raising up in the ranks to currently a knight of honor
