Britannia doesn't control the United Kingdom in this world, basically Napoleon won in Europe and all the European governments had republican revolutions which overthrew the monarchies while the remnants of the British royal family fled to their Americas colonies. Since George Washington's rebellion failed and was crushed years earlier.
