I think the authors purpose was for him to sound like a broken record... Its kinda obvious why as the show progresses.

But before you do Steins;gate 0 you should watch episode 23b (beta) which is only available on Youtube as far as I know. It is called Steins;Gate: Kyoukaimenjou no Missing Link – Divide By Zero (2015) (Episode 23β). It's one episode. So the full watch order is: 1. Steins;gate 2. Steins;Gate: Kyoukaimenjou no Missing Link – Divide By Zero (Episode 23b) 3. Steins;gate 0 4. OPTIONAL: Steins;gate OVA (non-canon but "canon" is a loose word when it comes to steins;gate)

They changed the script a lot to make it more interesting and give more personality to the character. You'll understand when you watch 1 episode in dub (one day in the future maybe)
