It often depends on the goddess. Some are benevolent and other might be malevolent. It's quite understandable towering over your worshipper might evoke different feelings thus why there are different types.
Zara however doesn't seem to be in either category. She isn't malevolent nor entirely benevolent. She does care about her worshippers, but she might harbor contempt to people who want to harm them. Thus sometimes she can be a tad cruel.
In the next part she might demonstrate what that could mean. This Saturday!
