Kabuto fully controls them and their actions. It’s part of the reason why Nagato was sealed away and didn’t attempt another strategy, Kabuto also isn’t that familiar with Nagatos rinnegan abilities. They essentially fought a near mindless Nagato that didn’t fight like himself
