Kabuto fully controls them and their actions. Itโs part of the reason why Nagato was sealed away and didnโt attempt another strategy, Kabuto also isnโt that familiar with Nagatos rinnegan abilities. They essentially fought a near mindless Nagato that didnโt fight like himself
