2025-09-25 01:09:27 +0000 UTCFrom military experience, Operational Plans or "O-PLANS" and Con-Plans exist for every possible scenario so that should an impossible happen there is a prethought out playbook that was thoughtfully developed when time was not of the essence woth existing or planned infrastructure. They are not necessarily widely disseminated beyond plan development. The wording and format is standard even if the topic is strange. Essentially (and speculatively) There is probably a Con Plan for Canada sending Hordes of Moose across the US border in order to annex The northern states.
