"The so called Empress" feels like a somewhat clunky/misleading translation, imo "the one called the empress" would be more fitting. At the point where she was called the Empress she already Empress Dowager but people make a clear distinction and call her Empress, they are completely different words in Japanese, the novels translate it as Empress Regnant to make the difference clear, because she was effectively ruling through her son (hence the whole "puppet of the Empress thing").
