In the Light Novel, you're told that Mimi and Garf are actually the same age (15) when the two of them meet the first time in Emilia's mansion (so, should have been in the first episode of this season, but I guess they skipped it). 15 is the age of adulthood in the world of Re:Zero, so she's not actually just messing around when calling herself an adult woman.
